Федеральный исследовательский центр "Информатика и управление" Российской академии наук выиграл конкурс на разработку системы контроля за тем, как поисковики, VPN-сервисы, прокси-сервисы и анонимайзеры блокируют запрещенные в России сайты. Об этом пишут "Ведомости" со ссылкой на сайт госзакупок.
Напомним, конкурс на разработку такой системы объявил в марте ФГУП "Главный радиочастотный центр" (ГРЧЦ, подведомственно Роскомнадзору). Изначально стоимость контракта составляла 25 млн рублей, но победитель взялся разработать систему за 19,9 млн рублей. Предполагается, что система будет создана к декабрю этого года и позволит Роскомнадзору в автоматическом режиме контролировать поисковики и другие сервисы, которые обязаны блокировать доступ к запрещенным сайтам.
По закону операторы поисковиков, анонимайзеров, прокси-серверов и VPN с конца 2017 года обязаны ограничивать доступ пользователей к запрещенным в России сайтам. Но это требование распространяется только на те сервисы, которые получили соответствующее уведомление от Роскомнадзора и подключились к ФГИС с информацией о запрещенных сайтах. И если популярные в России поисковики ("Яндекс", Mail.ru и Rambler) подключились к системе и начали фильтровать выдачу, то с сервисами обхода блокировок дело обстоит иначе – в настоящее время в реестре анонимайзеров и VPN нет ни одной записи.
В конце марта Роскомнадзор впервые направил VPN-сервисам требования подключиться к ФГИС и начать фильтрацию сайтов. Такие требования были направлены в адрес сервисов NordVPN, Hide My Ass!, Hola VPN, Openvpn, VyprVPN, ExpressVPN, TorGuard, IPVanish, Kaspersky Secure Connection и VPN Unlimited. По закону они обязаны подключиться к ФГИС Роскомнадзора в течение 30 рабочих дней с момента направления требований. В случае отказа в Роскомнадзоре пригрозили сервисам блокировкой.
В ответ шесть сервисов из списка (NordVPN, Openvpn, VyprVPN, TorGuard, IPVanish и VPN Unlimited) заявили об отказе от сотрудничества с Роскомнадзором. Сервис Kaspersky Secure Connection пообещал выполнить требование ведомства, а оставшиеся три сервиса (Hide My Ass!, Hola VPN и ExpressVPN) пока публично не отреагировали на полученные от Роскомнадзора уведомления.
