Россия хочет отделиться от глобального интернета. В интервью немецкому изданию Suddeutsche Zeitung Саркис Дарбинян, главный юрист НПО "РосКомСвобода", объясняет, почему этот проект не будет функционировать так, как того желает Роскомнадзор, и что он имеет в виду под понятием "IP-геноцид".

"В 2012 году, когда был принят первый закон, позволяющий осуществлять цензуру в сети, говорили, что эти предписания необходимы для того, чтобы защитить детей, которые сидят в интернете. На самом деле таким образом был открыт Ящик Пандоры онлайн-цензуры в России: каждый год появляются новые причины для блокировки сайтов. А штрафы за неугодный контент становятся все выше", - указал собеседник издания.

Российский интернет, по словам Дарбиняна, в положительном смысле отличается от китайского. "При создании своего интернета китайцы с самого начала установили трехступенчатую систему фильтрации. (...) Российский интернет, в свою очередь, до сегодняшнего дня был связан со Всемирной паутиной по большей части без барьеров. Поэтому Роскомнадзор не сможет установить файрвол, который соответствовал бы китайскому. Это невозможно уже из-за большого числа интернет-провайдеров в России", - отметил Дарбинян.

Новый закон предполагает, что все провайдеры должны будут установить специальное оборудование. "На практике сделать это будет тяжело, - считает собеседник издания. - Так как, в первую очередь, технология, о которой мы говорим, - Deep Package Inspection (сокращенно DPI, технология контроля и фильтрации сетевых пакетов, - Прим. ред.) - очень дорогая. Установить единственную полноценную систему DPI стоит 100 тыс. евро, поэтому у каждого провайдера, вероятно, будет установлена только ограниченная версия. Но она не будет функционировать так, как представляет себе это Роскомнадзор, так как программному обеспечению требуются сложные алгоритмы для того, чтобы, например, распознать, что интернет-трафик действительно исходит от Telegram. Это мессенджер, который впал в немилость у российских властей, и из-за которого, возможно, и был изначально придуман новый закон. Несмотря на это, у владельца Telegram Павла Дурова очень много денег и много IT-специалистов, которые в состоянии скрывать трафик или заставлять DPI думать, что речь идет о другом трафике. Например, они могут сделать так, будто трафик на самом деле идет с сайта Кремля. А его Роскомнадзор точно не будет блокировать. Telegram сделает все, чтобы остаться доступным для российских пользователей".

"Когда в 2018 году власти безуспешно пытались убрать Telegram из сети, они заблокировали 20 млн IP-адресов. Мы назвали это "IP-геноцидом". Внезапно многие программы оказались непригодными для использования - в банковском секторе и других сферах услуг. Финансовый ущерб был огромным, и никого не привлекли к ответственности", - подчеркнул Дарбинян.
